If you scroll the video to the end you will see that Suzy just managed to pass this level with 22 moves. If you have fewer moves then it's probably impossible to pass and you will have to buy extra moves.

In my experience they do count. I have absolutely no doubt that all the blues count if you skip. I have tested this out in the past and from my experience of how much I score now per level and per episode I conclude that all blues count. Even if they did not: No player can win All Stars if they don't skip. You just won't…
