That usually shows up much later when I play new accounts, like after level 50. But maybe for someone who just plays one level and then stops playing it might show up the next day if they log back in. It's a possibility.

Use it near the end when you see your are close enough. Look at the number of toffees still needed and I'd say if it's less than 40 with four moves left use your party popper then. Using it at the beginning is a bit risky for these levels. I would not recommend that in this case. I failed doing that on another one of these…
