I NEED A REFUND OR TO HAVE THE $9.99 PACKAGE APPLIED TO MY ACCOUNT. I WAS ALREADY CHARGED

I purchased the $9.99 bundle and it was on my account for less than 5 minutes before the app froze all up. By the time I got back in my account showed only 3 bars. I cannot get a refund through Apple and need this addressed! Can you please help me?
