I do not know with which device you play? But importantly, check everything for the latest updates. Also check your time on the device.

I am pretty sure you are talking about Candy Soda game since you said "11 hours waiting for Quests to re-appear"!!  Is it  "Mr. Toffee" Feature you are talking about, coco?
