I am very frustrated I am not getting this event. I am arty level 1486. Have all the characters and not being included? I may find a new game. Very frustrated

I am sorry to hear that you have not received the Jelly Queen event!!  Did you update your game to the latest version 1.28.8?  If not, installing the latest version would help!!  

Even though, you do have the latest update, but still did not receive the event, then it could be because, you might not be in the group to receive the event this time!!

I know you must be pretty upset with it!! But, unfortunately, the King Studio too cannot do anything about it as they choose the players randomly!
