If your account has a Dachs Delivery Dervice, you should be able to play it on all devices. There is also WhatsApp on my phone and not on my laptop. Nevertheless, I can play the event on both devices. So, WhatsApp can't be the problem.
Please check that you are logged in with the same account on both devices and have the latest version of the game.
My phone shows me Candy Crush Friends Saga version 3.9.0 and my laptop has version 3.9.0.0. How about your devices?
