I experienced the same thing in my game at first. Please do the following:

* Force-close all apps.
* Turn off your device completely for a few minutes.
* Check to ensure you have a strong and stable internet connection.
* Open the Candy Crush Friends app. You might still not see the event. If so, use the "Go to Level" feature to replay an easy, older level.

After that, the event featuring the Jelly Queen should appear again.
