I had just started playing the game and had just got all three lollipops open when I download game on new device it started me on level I ended on but didn't give me my unused lollipops

Booster's is stored on device memory in Android or iphone. This stored booster is not synchronized with the server. At this moment you can sync the Gold Bar's and your Levels.
