Level 114 candy crush jelly

On ios, level 114 starts with 4 rows of candy. On Windows 10 and Android the level only starts with 3 rows of candy. Is this done purposefully?

Not sure about this one but there are sometimes difference between the version of the game depending which platform its for. I only have Android so didn't notice this.
