Level 450 of Candy Crush Jelly - is it a mistake???

Level 450 of Candy Crush Jelly is surely impossible. 22 moves to get 2 monklings down but the orange candies don't appear until you've released the fish from the bundles at the top. There are 22 bits of rope holding in the fish. The video shows orange candies on the board from the start and 40+ moves. Please take a look again.
