I can't advance past level 720 in Candy Crush Jelly.

I have completed the level 720, and assumed tapping on the sign with the paint can would take me to next phase to be able to play level 721. It has been weeks, and there is no sign of being able to advance to the next level. Am I missing some special item or is this a glitch?
