Jelly Crush Birthday Bash level 4 won't unlock

 I have accumulated three watering cans (twice) in hopes to unlock level four of the birthday bash.  If I accumulate another watering can, it starts the count over at 1 of 3 ( if you'll tell me how to attach a screenshot, I will attach it).

Please advise of a solution.

 I just discovered that by Reed completing level III with Dan the birthday bash levels, level 4 is now unlocked

(I speech texted the response before, and then noticed my errors, so here's clarification)

I re-completed level 3 and now level 4 is unlocked.
