Flowers wont bloom in odus bday bash

I have collected enough flower pots but flower wont bloom. It tells me ine has bloomed, show me, then the next bloom wont open even though the # goes up (3/1 to 4/1). Shouldnt i only need 1?

Have screenshots but nowhere to attach...
