I can't access level 3 of Candy Crush Jelly mini game even though I collected enough pufflers.

I've collected enough pufflers to melt the frosting and continue to level 3 in Candy Crush jelly Mini-Game, but nothing happens when I try to open it. Is anyone else having the same problem?
