I have the same problem with this level. I just uninstalled Candy Crush Jelly for that reason. I got tired of trying to beat level 632. It is bad enough when you get discouraged because every move you make benefits the Jelly Queen, but when you get to a point and see you might have a chance to win and you have enough moves…

That is how I finally beat it. For some reason I tried clicking on the chocolate color bomb. In later levels the double click works for fish, striped & wrapped candies also.

Also I have 24 moves not 18

In other words the game either isn't working or it is deliberately cheating. The only time the Jelly spreads is if I use a booster from my collection to smack it.

I have the same problem with the chocolate ball that appears at the top center not spreading the jam or jelly whatever that purple stuff is.
