I have now been unable to connect to my profile for candy crush saga on my android phone for over 2 weeks. I can still play on my PC but nothing is updating on my phone. I have managed to get round the problem by selecting the "tick" booster before starting the game. This creates more icing allowing you to play with any existing boosters already earned.
I am having the exactly the same problem on this level. As I have boosters it just says Oops and then states that there are not enough orders left. It appears that playing with acquired boosters is the problem. King please fix!
