It's fixed for me now. I kept logging out, logging in, removing, adding Candy Crush to no avail. Then, a day later, someone at King must have fixed it.

Same issue here. This started a few days ago, but it's got to the point where my levels are getting too far apart to bother with the desktop version (which is lagging behind).

It seems that only one stripe/wrap is allowed at any one time in a section, so if there's one lurking in another area, you have to get rid of it before the game allows another one to drop. Impossible to do without boosts or Mort's Helmet.
