I never received any communication from anyone else beyond here, but I am now accumulating stars with this new session of Rescue Buddies. After missing out on two sessions, I'm glad it's working again. It would be very helpful to know what changed?

Correct. After clearing cache on both devices today, I won a level on each device and it did not add to the stars on Rescue Buddies. I was a little unclear on where the cache for Candy Crush Soda Saga on Windows 10 would be stored but I log into Facebook from Chrome so I cleared the cache in Chrome.

Rescue Buddies is not accumulating stars for me as well. The very first round of Rescue Buddies went smoothly and I reached the end and won the prize.
