It's a glitch and no one can pass it until your phone clears the glitch or King makes the correction. Good luck to everyone who is still stuck because customer service is clueless. They think you can't pass it because you don't know how to play the game but the real issue is that their app isnt running properly.
I had to do an update on my phone and then the level loaded properly and I was able to pass it but I sat for over a week with no solution and no help from customer service. They thought I couldn't pass it because it's hard and it was really a glitch in the game. Good luck yall!
