How come I only have 18 moves to begin with??

I started this level with 35 moves. After several failed attempts to finish this level, the number of moves reduced to 20. This is not the first time something like this happened to me. There have been numerous levels giving me this fucked up bug.

Lesser moves after several rounds
Every now and then, the moves for a hard up to nightmarishly hard level will suddenly get lesser, down to only 20 moves. Then after some time, like 2-3 weeks, it will go up to its normal. Why is this happening all the time?
