Stuck on level 615

I've been stuck on 615 for ages, and have wasted way too many gold and lollipops!

For some reason, I can't always use the lollipops on the top part of the game - which makes this level impossible!! Sometimes I can use 1 or 2, sometimes none.. Very frustrating!!!

Any suggestions please?
