Hello @lili48 and welcome to Soda community!

Let's see what we can do 🙂

I played this level with no boosters except for coloring candy as daily bonus. In this level you might consider to wait for the day you get 2 hours of double delish fish booster as daily bonus so every fish you set free gets doubled throughout the level and you're able to increase destruction of blockers.

Fish will aim for blockers first; once they've destroyed blockers, fish will aim for candies blocking the bear path and the bear will be able to reach the candy line.

Focus on creating special candies such as color bomb and/or coloring candy to match it with a fish candy and create a school of fish.

Note that candies go upwards and not downwards when they "fall", they go to the surface of Soda liquid which is the backgroud of the level.
