I've changed my phone but candy crush soda has not sinked in 2 my PC level . On PC I'm on level 1704 but on phone I'm bk at level 1 .

Did you take these steps to transfer your progress in your new phone? Click on the green link below

New phone or tablet? Learn how to move your progress!

If you do use a game account (King account or Facebook account) to save progress and if progress is not synced among the device, it may be possible that

you're not properly logged in to your game account on your PC/there's a connection issue on your PC
you're not properly logged in to your game account on your phone/there's a connection issue on your phone

I'd advise to play any level to help the game reconnect to the servers
