I don’t understand how $7.99 becomes $13.92 on my purchase.

Do I understand you correctly, that you have made purchases on your iPad, but you don’t recognize the invoice? If you think you're being billed twice for the same item, please note that purchases made on different dates might be grouped together into a single charge and shown in the receipt you received via email from Apple. (Apple is known to bundle multiple purchases made on different apps on different times into one receipt)
Please check the real date of your purchase to verify if you have been double charged. Visit the Help Center guide:

Purchased a product for Soda Saga. As soon as I hit one touch buy, the game reset. I didnt think I bought. So I redid the buy. Now I see 2 charges on the card. Think that is a RIP OFF. Did you find a new way to get more money? I never recieved the product with the first buy. PLEASE REFUND ASAP.
