when I start a new level, or when I win the rainbow streak and get all boosters, the fish booster does not work. One fish comes at a time. Only when I have that booster available and I click on it does it work.

Rainbow streak boosters include a plain fish candy and a fish candy is added on the board at the start of the level. It's like any fish you create when you match 4 candies in a square formation.
Only pre-game boosters contain double delish fish booster.
