New Levels Minimum Moves

Question

I have been playing this game since 2013 and have always found it fun and challenging.  Now however, the restriction on all levels to 15 moves is ludicrous.  I am not unwilling to buy extra helps on occasion but even with the freebie helps given during game play it is almost impossible to beat a level without ponying up $ to either get enough to do so.  I am finished playing this game until things change.

I didn't know it was all levels. I am stuck on 7032. It is impossible to solve it with 15 moves. I'm going to quit playing, also. I've spent money on occasion in the past, but I'm not willing to if a level is impossible to solve without paying money.
