Glitch - Not enough moves!

Question

On bubble levels, not enough moves are provided to beat the level. For example, level 16824, 15 moves are provided to clear 6 bears. However, you need to break the ice breakers to reach the bottles. Even if you clear the ice breakers on the first move, you need to pop over 15 bottles and they drop one at a time. Mathematically, that is impossible. Please advise.

There are multiple levels like this and I’m tired of buying coins to get extra moves. I’ll start sharing each time. Currently I’m stuck on bubble level 16835. 15 moves to collect 19 bottles. Even if you clear all the honey blocks on the first move, there’s still not enough plays to collect all the bottles since one bottle is dispensed per move. It’s mathematically impossible. Please advise.
