In case you save your progress with a Facebook account or your King account is linked to a Facebook account, you could try the option to add Soda players/friends via Facebook platform and not Social Hub.

If it's active in the game, friends can be added. If it's not active, friends cannot be added.
The (un)availability of features is up to Soda Studio; I'm afraid we players don't have influence over this.
Features and events may be occasionally absent for a small group of players (more infos here)
You could still check troubleshooting steps. it helps, in case the feature is available for your game but does not immediately show up.

If you own Android mobile, visit device Settings - Apps - Candy Crush Soda Saga - Storage - Clear Cache. Be careful not to click "clear data" which deletes your boosters
If you own Apple mobile, visit Settings - Safari - Clear History and Website Data
If you own a Kindle fire, check this out

When you have stars you can redeem for rewards on island ,the bubble doesnt come up so you can redeem them. I have 100 stars but no bubble to get to island . Uninstalled and reinstalled, reset my phone with no results.
