In the upgrade was the option to release team members by passing levels discontinued?
I no longer get the chef's hat on the level where the team would be released. I have passed more then 5 levels since I went under the dome. 4 teams members are currently under the dome. The only option I have it to use gold bars to release.

I don't think so. Though you need to be under the dome yourself to be able to free yourself and whoever is with you by passing new levels or spending gold bars.
Did you pass new levels?
Were you able to free yourself and get the chef hat at least?
Did your friends stay under the dome?
