Usually features start to appear by level 50. Still, they're not guaranteed to be always present and different games belonging to different accounts might have different features like in your case.
Players are recommended not to use different accounts on the same Soda app on same device because there's a great risk those accounts will merge and one progress will be permanently lost.
If you use one account per device then I advise to try troubleshooting steps to help the game display all the feature that are available for your game.

If you own Android mobile, visit device Settings - Apps - Candy Crush Soda Saga - Storage - Clear Cache. Be careful not to click "clear data" which deletes your boosters
If you own Apple mobile, visit Settings - Safari - Clear History and Website Data
