It's a glitch that happens some times, especially if the game crashed whilst you were in a Cake level. Then the hat doesn't come back unless you pay once to open bakery again.
Whatever the reason for this glitch, it usually requires to buy access to the cake again once, and then it will be back to giving hats for 5 levels.

Hello and welcome If you want to free the chef's hat again, you have to play and complete levels on the normal level map. Then you get them back and you can free the other players too. You're talking about candy soda. I play it too and know. Good luck
