Locked boosters

Never delete and reinstall your game, if you have boosters. Doing that deletes them. Only gold is saved. Boosters are saved in your device's memory, so removing game removes boosters. So your previous boosters are likely gone.

Why you don't get new I don't know.

I have a vague memory of trying this once too, so maybe there's a line of levels where you are to do them without boosters.
