Something Wrong With The Cake Baking Competition

As you could see, I stop baking the cake in Rank 19 till you have been online to collect the rewards.
It is because the quantity of All Team Rewards have been doubled except Rank 20 Team Rewards. For example the system says you get 3 hours of colour bomb, but you have received 6 hours into your stock actually. If you collect ALL Rewards with Rank 20, others will be affected by Rank 20 and no double quantity, therefore I usually separate the Rank 20 with others.π

I joined the team. My head hurts so bad that I didn't realize the 4th tier has a lock on it.
Why does it have a lock on it?

All cake boosters have a lock until you bake a slice. A lock means you cannot get it temporarily even though your teammates finish that tier, but you can get it later when you have baked a slice

That doesn't make sense to me. There are only 5 bakes in the first tier. How can 8 or 9 team members get in. It should be retroactive!
