Easiest way is delete the app and start over but if you sign back into Facebook your prior progress will resume. Also deleting the game will forfeit all your boosters.

Gold bars you can really only earn through the weekly Bubblegum Hill event or your wallet. Boosters you get for completing quests, winning events and formerly the daily bonus. Beating 30 levels is it’s own reward, boosters and bars are only a means to an end.

Boosters are tied to the device unlike gold bars. When you lose your device data it’s gone. That’s why you have different numbers of boosters on different devices. Sorry you lost them.

Most payments to King come through the App Store or Google and you would need to deal with your credit card through them. I’m not familiar with the PC site but assume you can manage your payment directly through the site.

One way would be to farm bubblegum hill and use lollipop hammers liberally to finish a good play through.

Delete Facebook and make a new account is the only thing I can think of.

For what it’s worth it takes less than a week to get double bonuses and once you start getting them that’s as good as it gets. Sorry you lost your streak I lost mine a few weeks back from a similar glitch. I now make it a point to collect my bonus before any updates or shenanigans might send me back.
