What do you mean "the target elements are not yet available"? I can create Fish. I created lots of fishes, but it does not count.

I don't know how this answer should help. I see one link that explains levelling in the community (completely different from what I asked) and one link to the Candy Crush Friends Forum. Am I missing something?
