Me and my friend plays Candy Crush Solitaire. As we compared the features, we noticed something different. He had leagues in weekly challenges, and I don't. ?

I am sorry to hear you are not seeing the Leagues as your friend does. Please note that the game studio usually run test with these features that may cause them not to be available for everyone and perhaps alternate with different challenges instead which is why you are no not seeing the feature while your friend does.
However make sure to keep your app updated as it is possible in the future to have the feature or have a different one.
