Still current max level is 695 right now!Of course! We cannot change the city after complete level 695!Their team is still working new levels until they will post new episode's levels soon!
Maybe they will release 15 new levels or so every two weeks!

I play a last level completed when I complete counted ticket!
But I reopen this game the ticket is still uncounted! (Example : 14/15 levels on ticket!)

I have Auckland as my destination too but NOW I have Tokyo is still my destination! ( Everyone choose different destination )
I ask you counted ticket is problem only! Just like @el_chaskon 's screenshot show 14/15 levels too!

I double checked iOS and Android devices and can confirm that level 695 is the last level and if you have the game version 1.8.0.0, you have the latest game version.
Why you guys have incomplete level cards, I do not know but hopefully it gets sorted out when the next game update is released. Don't worry I'll be sure to double check that with the game team too. Do you also have Auckland as your destination, @Lim ?
I wouldn't recommend reinstalling as your Diamond Counters may reset and saved up boosters may disappear in the process.
So let's wait until the new update is out (may take a couple of weeks) and let me know if you still have the issue.
