From my own experience (not currently playing FHS) you have to get it up another claim amount, then you can claim it, then when it sets back to a new chest-run, you can claim unclaimed chests at that point

Beg pardon! I mean when I have 24+/12 paws, the chest will let me collect a reward. Small update: once I had double the amount of tokens needed it let me collect a fresh tap, but not the second.
