I can recommend that you check the Facebook page for Farm Heroes Saga: https://www.facebook.com/FarmHeroes

By doing so you'll find out when the new levels are available.

Also I suggest you set your mobile device to automatically update apps - this way you'll get the update fast without having to check anything.
