You'd need to either contact the store or the app developer themselves, there should be a point of contact in a receipt you should of received. If you didn't get one you should probably check your Google Play account directly for it. Also, if you don't have password protection enabled for purchases, it might be a good idea to enable it: https://support.google.com/googleplay/answer/1626831?hl=en&ref_topic=3364266
