In game auto regenerating boosters are locked when they had been previously avail...???

So I just bought a new phone and all my data sync is complete I am right back at the level I should be but my in level boosters that are suppose to regenerate every X amount of hours are locked I am unable to use them at all the only one I have is a egg cracker one but even when I purchased the 6.99 value gold and booster pack they still didn't show up!!!  As I'm up in the 1100's levels this makes passing some levels damn near impossible for me.  Is there a resolution I haven't seen on here or heard about. Quite apart from just generally ticking me off I spent money on them and they never showed up at all.... Ideas???
