Can mobile purchases be used on other devices?

Mobile devices versions are designed so that you can play the game offline unlike on Facebook where you have to connect to the internet to play.

This means that anything you buy on the mobile is stored onto your mobile memory and not the game itself so you can access it while not connected to the interweb. So if you were playing on a computer via Facebook for example, it wouldn't have access to your phones memory and therefore the boosters wouldn't transfer it over. 

It can be a pain, but at the same time, that means you can earn free boosters each day on both pc and the app version if you play on both so its not all bad
