Update was done on January 5, 2018 and now it's on the iPad still waiting. I can't even open it. Why

After update it will not open at all. Just says still waiting. You can't delete it or nothing.

I am sorry for being a little thick here, but when you say its still waiting...do you mean for new levels, or the game itself is not opening?

Have you tried uninstalling it and reinstalling it? Be careful though any saved boosters and lives will be lost but its usually the only way to give it a kick into behaving.
