Level 770. Is missing the 2nd row down.

The 2nd row from the top on this level is missing.. Do I have to delete the whole thing and start again? Will that then take me back to the beginning ? So annoying.. Help please..

Have no idea how to do that.. The top line has 4 the 2nd is what 8 that's what I am missing.. Have no idea if it has been up graded.. What happened if I delete the whole thing.. Will I loose everything. More to the point can I get it back.
