@Toyspyder_ Have you got the wrong level because there is no sheep in level 1744. Is it maybe level 1748.
You have made hay before so you know that you match the hay seed whit blue/waterdrops. In level 1748 you don´t have much blue/waterdrops in the level. If you look down on the level you have a waterbucket so you have to make water first. Or just get rid of the flowers first then you free the hay for the sheep.
Don´t know how the level looks know if it have been changed. But if you look on this video you see how you do it. If it´s some other level come back and say what level it is. Hope the video works.
