The game always shows that my team has given me free lives, but they are NEVER in my inbox. In fact there is never anything in my inbox. I even tried clearing the app cache and storage and nothing.
Hey there @IndyAmy we have reported this to the game studio but it seems very tough to replicate this issue.
Until we have more news on this I'd suggest going through this list (I know you said you did some of this) and make sure that nothing was skipped:
The updates part is especially important. Otherwise if possible - I would also if possible see if it works on another device.
I've been told some lives have been sent your way to see if if that might solve the problem as well.
So am I ever going to be able to send and receive lives ever again? Will this ever be fixed?
I've already switched teams twice I believe and that didn't help.
I usually request them after my lives are all gone. Either way, they never show up in my inbox.
Thanks for the information @IndyAmy, when you requested the life - did you have all lives full - or did you have no more lives?
I would also try to leave and rejoin the team if possible, or try a new team to see if this helps the problem.

My game was accidentally removed. I pulled the app up and noticed my score dropped a couple thousand points! Why?? That is not fair!! I was almost @ 4000. I lost over 2000 points
