If you scroll back through the levels you will see that even in levels 531,3309, 4597... and many others boosters cannot be selected.

Hi @sue422 and welcome to our Community! 😊 Don't worry! Some levels do not have the opportunity to select boosters at the start of the game as they may be an obstacle to pass the level. This depends on the structure of the level. From level 5676 to level 5681, boosters cannot be selected at the start of the game.
