I have made it to level 41 and I have purchased the special pack and I still do not have access to any boosters.
The glove and water can eventually became available to me. The basket is still locked although I'm at level 53. This is only a problem for me when I play it through Facebook. I don't have this issue with the mobile version, all of my boosters are unlocked.
How do you mean, are they greyed out? Maybe you can only use them on certain levels. Can you post up a screenshot so that we can what you mean.

Look the content of the level! there's TWO 'Frozen walnuts' and on ENTIRE LEVEL THERE'S NO WAY FOR UNFROZEN THAT! AT EVERY LIFE AND THIS LEVEL IT'S UNBEATABLE! FIX IMMEDIATELY.
