When you said "Gifts" -- did you mean Lives and the "Growth"?
If so, you can send Lives whenever the pop-up appears in your game. And also, you can send them lives from each level, through the "Heart" icon next to their names.
I have realized that, for some reason, all the friends in your game will not receive lives by the initial pop-up window. So, if you see any other friends that have not received lives, you can click on those hearts - individually and send lives to them.
And with regards to "Growth" -- each time you "accept" a life that was sent by a friend, you will automatically send "5 Growth points" towards them.
