The star tournament always finishes before new levels are released, because it's purpose is to fill the gap. But whether you play it or not does not affect release of new levels: they get released every week at the same time regardless.

Like Nobody1 I got the super charger in the one game I have hardly played at all in the past week. The more active games have not seen it. Yes, we're nothing but lab rats in the Kingdom of King.
